     THE agitation against cartoons and cartoonists is as senseless as the reaction against the freedom of discussion. The effect of cartoons upon the late tragedy has been ridiculously exaggerated. Of course cartoons can pass the limit of propriety as well as can free speech, but these are exceptional cases which can be prevented. The cartoon is in a sense a public educator, and has come to stay.
