Roosevelt Sworn in Already?

     MILBURN HOUSE, BUFFALO, Sept. 14.—Senator Fairbanks, who arrived at the Milburn house at 3:23 p. m., said that he understood that President Roosevelt had taken the oath privately at Albany.
