If, as a precaution against anarchy, the republicans make it unlawful for a newspaper to criticise an executive officer, they must be careful to see that the law is not retroactive. It is only a few years since the republican papers criticised the President, and some of them have been known to criticise Democratic and Populist governors even more recently[.]
