     THE Constitution forbids cruel and inhuman punishments. But no punishment can be too cruel for the scoundrel who assails the majesty of the people of the United States by assaulting their chief magistrate. It is a pity that the mob were not allowed to crush the scoundrel’s life out on the spot. There must be a law enacted that makes even an attempt on the life of the President of the United States a high crime. It is treason to the people, and its punishment should be both cruel and inhuman enough to deter its future commission.
