     If President McKinley recovers, the maximum penalty that can be imposed upon the assassin is ten years in the penitentiary. Attacks upon the president and vice-president ought to be provided with special penalties for the sake of the nation as a matter of public policy. Something more than the sacredness of human life is at stake in such cases. The office has a vitality of its own which demands consideration.
