C may pass laws designed to protect the president from assassination, but history shows that the assassin who is willing to sacrifice his own life in order to kill some one else can not be guarded against. In the short history of our own country we have had three such instances. Few people will believe that either Booth, Guiteau or Czolgosz could have been deterred from their murderous purpose by any law that could have been enacted. The law can punish such crimes, but it can not prevent them.
